E&I Brief 8: TP Evaluation for H&N (Savings for Transformation)
In FY 2024, the World Vision Development Foundation (WVDF) conducted a comprehensive evaluation of its major technical programming interventions, including its Health and Nutrition (H&N) programs. The primary objective was to assess program performance in terms of relevance, effectiveness, efficiency, sustainability, and inclusivity, and to determine the extent to which these programs are achieving their intended outcomes across WVDF’s various Area Programs (APs).
The technical evaluation for the H&N program was carried out by the University of the Philippines Manila – College of Public Health Foundation, Inc. (UPM-CPHFI). This assessment examined the effectiveness of the Health and Nutrition project models implemented across four (4) project study sites in the country.
A central focus of the evaluation was to examine how WVDF’s livelihood and savings group programs specifically the Community-Managed Savings and Credit Association (CoMSCA) and Building Secure Livelihoods (BSL) contribute to improving children’s nutrition by enabling families to purchase nutritious food and access healthcare within the communities served. These programs are designed to enhance economic stability for vulnerable families and provide a safety net during emergencies. The evaluation specifically assessed beneficiaries’ participation in savings groups, their contributions and financial planning, as well as the livelihood support they receive and its impact on household income.
Findings revealed that CoMSCA has been instrumental in equipping beneficiaries with practical financial knowledge, enabling them to budget more effectively and prioritize essential family needs. The program has also empowered participants to build savings for future goals and unforeseen emergencies. Meanwhile, BLS has supplied families with livelihood resources such as seeds, hogs, goats, and other livestock, offering them new income opportunities. It became a source of hope for the beneficiaries and community through provision of additional sources of income.
