E&I Brief 6: TP Evaluation for H&N (Food Security)
In FY 2024, the World Vision Development Foundation (WVDF) conducted a comprehensive evaluation of its major technical programming interventions, including its Health and Nutrition (H&N) programs. The primary objective was to assess program performance in terms of relevance, effectiveness, efficiency, sustainability, and inclusivity, and to determine the extent to which these programs are achieving their intended outcomes across WVDF’s various Area Programs (APs).
The technical evaluation for the H&N program was carried out by the University of the Philippines Manila – College of Public Health Foundation, Inc. (UPM-CPHFI). This assessment examined the effectiveness of the Health and Nutrition project models implemented across four (4) project study sites in the country.
One key focus of the evaluation was the extent to which WVDF’s community interventions address issues related to food security. Specifically, the assessment sought to understand the existing conditions of household food security, dietary diversity, and food consumption within WVDF-assisted communities. Although WVDF does not implement a standalone food security program, it delivers several enabling interventions such as Positive Deviance/Hearth (PD/H), the Go Baby Go! Parenting Program (GBG), Building Secure Livelihoods (BSL), and the Community-Managed Savings and Credit Association (CoMSCA) that contribute to improved food security outcomes.
A key finding of the evaluation revealed that these programs have helped beneficiary households improve their ability to provide adequate food for their children. The Building Secure Livelihoods program supports families in developing income sources, while CoMSCA strengthens financial literacy and encourages savings. Additionally, PD/H and GBG emphasize proper feeding and childcare practices, helping caregivers adopt behaviors that positively affect children’s nutrition and overall health.
