In FY 2024, the World Vision Development Foundation (WVDF) conducted a comprehensive evaluation of its major technical programming interventions, including the Community Engagement and Sponsorship (CESP) program. CESP aims to improve the well-being of children and their communities by engaging them in participatory and empowering processes, strengthening their capacities and resilience, and connecting them with local and global partners. The program also fosters meaningful relationships between children and their sponsors, who support World Vision’s development initiatives. Most importantly, CESP promotes the sustainability and scalability of development outcomes by cultivating local ownership, building capacity, strengthening accountability, and leveraging resources and partnerships.

The technical program evaluation was implemented by an independent team of consultants. It was conducted to measure the accomplishments and assess the impact that the program has made to the lives of the children, their families, and communities. Both quantitative and qualitative methods were used in the evaluation to collect, analyze, and report the results based on the objectives and indicators of the CESP Technical Program, as well to satisfy the evaluation objectives identified for the culmination of the program.

The evaluation focused on assessing how WVDF’s Technical Program on CESP helped achieved its program goal through its three major target outcomes: i.) Community duty bearers, civil society organizations (CSOs), children’s clubs, faith-based organizations (FBOs), plan, implement, monitor and review their development efforts; ii.) Community partners, children’s clubs/groups, and community volunteers increase their knowledge and skills on Child Sponsorship and its contribution to Child Well-Being (CWB) issues; and iii.) Communities effectively address the root causes of violence against boys and girls.).

Findings of the evaluation reflect a strong community commitment mainly to child protection and participation. The involvement of various stakeholders and the establishment of local partnerships establish the importance of a collective approach to addressing child well-being. Through community engagement, the program has strengthened community members through their involvement in decision-making processes, from planning to implementation, monitoring and program transition. This empowerment has fostered a sense of ownership, ensuring that communities are committed to sustaining the program's benefits. The program’s strategy of partnering with local government units (LGUs), faith-based organizations, non-governmental organizations (NGOs), and other stakeholders has created a strong support network that benefitted the children and their families.

Overall, CESP has shown that meaningful community engagement is a powerful driver of sustainable development. By emphasizing ownership, building partnerships, ensuring effective implementation, and facilitating continuous reflection and learning, the program has created a resilient foundation for sustained positive outcomes.
