Digital Marketing Specialist (Project-based)

Purpose of the position:

To provide technical expertise in the development and execution of innovative digital strategies and content to achieve annual fundraising income target to support our work with vulnerable children in the Philippines. This position includes working closely with a cross-functional team of Online Marketing team and ICT.

  • Develop and implement digital strategy and roadmap in collaboration with Acquisition Manager and campaign head in order to enable the team to deliver digital marketing activity through that channel as an integrated part of their campaigns
  • Responsible in achieving quarterly targets/goals to eventually contribute to the over-all annual fund raising income target through Child Sponsorship and Private Non-Sponsorship (PNS) Campaigns

Evidence and Impact Specialist for Resource Development for PNS & Grants

Purpose of the position:

The position aims to provide strategic support the Resource Development Team, Office of the Executive Director, and Operations in ensuring quality of grants, non-sponsorship and corporate funded projects. It shall help in developing quality proposals, including logical frameworks and feasibility assessment, to ensure appropriateness and relevance of designs. Major processes, such as baseline, evaluation and monitoring, shall be overseen by the person recruited for the position. The position shall also help in ensuring the quality of reports and evidence-based reporting is observed in the process.

Major responsibilities:

Support the development of proposals, specifically for grants, non-sponsorship or corporate funding

  • Participate in the Proposal Development Team (PDT), an adhoc committee designated to lead proposal development
  • Support assessing feasibility and appropriateness of the proposed projects by developing tools and instruments to validate child well-being issues in target communities
  • Develop logical frameworks (Pathway of Change, Logframe) using the standard requirements of funders
  • Develop Monitoring and Evaluation Plans of proposed projects in alignment with the agreed logical framework

Requirements:

  • At least 2 years of experience in grant project management, M&E and operations, with a track record in management of grant projects funded by priority donors such as USAID, DFAT, GAC, World Bank, ADB and EU;
  • At least 2 years of experience and demonstrated success in directly managing funding relationships with external agencies and partner organizations;

Evidence and Impact Specialist in Field Offices

Purpose of the position:

The position aims to provide strategic support to field operations team in ensuring that quality processes and systems are placed to measure and communicate evidences of programme impact in the lives of most vulnerable children, their families, partners and communities.

Major responsibilities:

Support assessment process for new programmes

  • Participate in Assessment Team meetings

Project Manager – Maternal, Infant and Child Health Project in Eastern Visayas

Purpose of the position:

The Project Manager (PM) will be responsible for the management of the project in collaboration with the Project Director. The PM will ensure that MNCH activities are implemented per the KOICA rules and regulations. Supervises the operational and support staff and key government relationship role including MoU, agreements, protocols and contextualization of the TTC and CVA approach. S/he will provide input to guide planning, implementation, monitoring, evaluation, and reporting. S/he will also be responsible to liaise with key partners at the operational level, provide opinion on the soundness and feasibility of new approaches, train staff in TTC concepts and upgrade their technical competencies, and manage an effective learning process.

Major responsibilities:

  • Lead the operational aspects of the project, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork in the project team.
  • In coordination with the Project Director, support overall project leadership, management, and technical direction while ensuring compliance with KOICA requirements, KOICA regulations, Government of the Philippines protocols, and World Vision’s policies and procedures;
  • Liaise with partners, local government institutions, civil society organizations, private sector companies and other stakeholders to coordinate activities and facilitate monitoring and reporting of project objectives and achievements; Oversee the implementation of Overall projects activities, including provision of technical guidance of TTC approaches and CVA model.
  • Facilitate the preparation of project deliverables, including annual work-plans, quarterly, semi-annual and annual reports, final project report and project activity updates, and other project-related communication and reporting materials in accordance with KOICA deadlines and guidelines;
  • Supervise a team of staff and ensures clear roles and responsibilities and lines of communication are maintained among the team members; Lead the Operations and Support teams including the Senior Finance Officer, Field operation teams and other project staffs. Requirements:

  • Degree or equivalent in public health, business administration, or other field directly related to the maternal and child health and nutrition. Master degree preferred.
  • Training on maternal, infant and young child health and nutrition preferred.
  • Minimum of eight (8) years of experience related to implementation of programs in Grant operation
  • Minimum of four (4) years of experience working in health and nutrition, maternal/infant/child health, healthcare systems strengthening, health governance. Experiences in MNCH programme highly preferred.

Health Specialist – Maternal, Infant and Child Health Project in Eastern Visayas

Purpose of the position:

World Vision is seeking a qualified health specialist of KOICA funded MNCH project in Eastern Visayas. S/he will ensure high quality technical support to the project team, lead the technical dialogue with the Government at the national and local level. S/he is also in charge of adopting ‘Targeted and Timely Counselling (TTC)’ approaches to the MNCH project and operationalize the approach in the implementation. Therefore, s/he will arrange and lead the training and technical support to both project staffs and other key partners in coordination with GC. S/he is also engaged with the external partners to implement the innovative components such as E-health and Telehealth.

Major responsibilities:

  • Provide guidance and technical support to health and nutrition programmes that prevent outbreaks and epidemics, under-nutrition, treat malnutrition, integrate nutrition responses into national health systems and improve essential health service delivery with national partners. Guidance and support may be in the form of supporting contextual analysis, proposal development, project design, project implementation, monitoring and evaluation. Both remote and face-to-face technical and administrative.
  • Lead the internal project MNCH and TTC health training and development of tools/guidelines/standards in line with the guideline of WV to improve programme quality in partnership with GC team.
  • Actively engage in external stakeholders like Government at national and local levels, Universities, institutions and the donors. Lead the technical dialogue on the E-health system and Telemedicine approaches and operationalize them in partnership with the external stakeholders like University of Philippines.
  • Document and disseminate experiences and lessons learned on each of the programme areas to ensure WV’s profile amongst peer organisations is raised at international and national levels. Support the evaluation and research on the impacts of the projects with internal staffs and external research groups.
  • Support MNCT related advocacy initiatives as required with Advocacy officer in the team. Support the CVA groups and key partners to bring out the policy change and submit the law.

Requirements:

  • Masters (MSc) in Public Health or related health or nutrition discipline
  • At least three to five (3-5) years’ experience working in health and nutrition, especially MNCH projects, training of Baranguay health workers and capacity building, information and etc.
  • Experience in MNCH project are highly recommended.
  • Experience working with Department of Health at the national and local level.
  • Solid understanding and experience implementing strategies to strengthen capabilities and engagement of community institutions to demand and utilize primary health services.

Project Officer – Maternal, Infant and Child Health Project in Eastern Visayas

Purpose of the position:

The Project Officer(s) will be responsible for the field operation and team management under Project Manager. The PO will ensure that MNCH activities are implemented per the DIP and KOICA regulations. They support and supervise 2 field facilitators in each field office to meet all indicators that were agreed with the donor. They also will engage with key partners like Barangay health workers, medical staffs, and other stakeholders at the field level.

Major responsibilities:

  • Lead the field operational at each field office in Leyte or East Samar, including implementation and encouraging effective teamwork in the field team.
  • Under supervision of the Project Manager, support overall project leadership and management in the field team while ensuring compliance with KOICA requirements, KOICA regulations, Government of the Philippines protocols, and World Vision’s policies and procedures;

Field and Emergency Communications Specialist – Mindanao

Purpose of the position:

Gathering, development and delivering evidence-based, child and community-focused content that captures and highlights a) issues facing vulnerable children and families and b) impact and technical expertise of World Vision’s development programs/interventions, advocacies, and emergency/disaster response to reflect positive change or results.

Major responsibilities:

  • Gathering field and emergency communications content to support the organization’s ministry, public engagement and resources development goals.
  • Utilizing World Vision content platforms like Content Flow, StoryHub, wvrelief.net, GC emergency skype chat-room/s to coordinate with relevant clients and to deliver raw content such as but not limited to QAs, alerts, news/feature stories, videos, photos, Support Office/media visit, etc.).
  • Providing support to and collaborating intently with key internal teams including Operations- Mindanao Field Office, Humanitarian and Emergency Affairs (HEA), and Resources Development to gather ministry and fundraising-related content in the area programmes.
  • Assisting the Field and Emergency Communications Officer in dealing with the field content and emergency/DRR communications related concerns within his/her area of responsibility and performing other related duties as assigned.

Requirements:

  • Bachelor’s/College Degree in Development or Mass Communications/ Journalism or equivalent,

Programme Research Specialist

Purpose of the position:

The position aims to provide technical support to ensure that research agenda and strategy of the organization are implemented, compliant to industry standards among civil society and academic sectors. The position will initiate and/or coordinate research initiatives that will help build and communicate evidence of WVDF’ programme impact and fill up existing knowledge gap on child well-being literature that will inform its program and advocacy approaches.

Major responsibilities:

Partnership Development

  • Identify academic institutions, experts/individuals or groups to serve as strategic partners in research initiatives planned out by WVDF
  • Participate in consortium and network meetings related to the identification, implementation or presentation of findings from WVDF’s researches

Research Planning & Proposal Development

  • Support GAM team in scouting for possible Research Grant Opportunities;  Develop research proposals for grant opportunities  Prepare research plan outlining objectives, framework, sampling methodologies and analysis plan
  • Develop data quality protocols to ensure compliance to research and data collection standards

Data Collection and Analysis

  • Recruit and manage consultants, research assistants and data collectors to be engaged in the research study or project (where applicable)
  • Lead data collection process involving internal and external stakeholders
  • Lead data collation, cleaning, analysis and interpretation of qualitative and quantitative data following the research framework and analysis plan  Validate findings with key stakeholders to ensure findings are reflective of real context

Program Officer – Malabon

Purpose of the position:

The Program Officer represents WVDF in the Municipality or City or within her/his specific geographical area of assignment. S/He is primarily responsible for the quality, timely and effective implementation, integration, contextualization, monitoring and reporting of all WVDF’s Technical Programs in partnership with the Community Based Organizations (CBOs), Local Government and Line Agencies, Churches, Schools, Private Agencies and all other relevant organizations. S/He uses the principles, processes, standards and tools of Development Program Approach (DPA) as well as the Community Engagement and Sponsorship Plan (CESP) to ensure that WVDF’s interventions contribute to improving child wellbeing, community shared plans and sustainability of results.

In times of emergency response especially within the area program or cluster or field office, the Program Officer may become part of the Response Team depending on her/his expertise and training with prior agreement with her/his supervisor. This role must be clearly defined, agreed and supported with appropriate training, coaching or exposures and a plan to cover her/his responsibilities is in-placed while on a special assignment.

Major responsibilities:

  • Identifies and coordinates primary implementing partners of various TPs and ensures that a Community Shared Plan or Partnership Agreement is signed.
  • Prepares and submits contextualized detailed annual implementation plan in line with the overall plan of the Area Program and facilitates & tracks weekly/monthly implementation against targets including budget utilization.
  • Works with the Barangay Council for the Protection of Children (BCPC) to ensure that implementation of TPs are well participated and child wellbeing issues and concerns are addressed on time.
  • Prepares and submits monthly, semi-annual and annual reports of all TPs (as planned) including CESP using the required standard tools/templates.
  • Taps expertise and/or coordinates necessary training of local agencies, institutions or companies in implementing project models or interventions.
  • Collaborates with the Technical Program Specialists in building the capacities of local partners if lack of local expertise or capacity is determined.
  • Partners with churches and/or faith based organizations in implementing TPs and in integration of spiritual nurture activities and values formation.

  • Ensures that RC recruited for RC growth are the most vulnerable children (MVCs) in the community.
  • Facilitates transition/closing processes of Primary Focus or Impact Areas, if applicable, in the Primary Focus Area/s
  • Implements and monitors sponsorship essentials (caseload ranges between 1,000 and 1,500 depending on the context of the AP).

  • Participates in team meetings and other team and organizational activities and necessary.
  • Attends staff development activities as planned.
  • Complies with WVDF policies and standards i.e. finance, P&C, etc.
  • Performs other tasks as maybe relevant to the implementation of programs in her/his assigned areas including NRD or Grants acquisition related.

Requirements:

  • Graduate of Bachelor of Science in Social Work, Community Development or related Social Sciences.
  • At least 2 years’ experience in program/project management for NGO preferable in urban area.
  • Trained on LEAP 3 and DPA or foundations of Community Organizing and Development.
  • Experienced in working with local governments, line agencies, churches and other organizations.
  • Experienced in facilitating children’s activities.
  • Familiar with the basic requirements and standards of child sponsorship.
  • Experienced in program/project monitoring and evaluation.
  • Excellent communications skills, networking, alliance building and facilitation skills.
  • Willing to live in the barangay or primary focus area.
  • Knowledge and operational competence in MS Office and able to use this technology in program management.
