We are glad to announce the opening of grant application for Financial Support to Third Parties (FSTP) of World Vision’s EU-funded Action in Cotabato City. FSTP is a financial mechanism in which the EU offers funding to one organization as the main grant applicant which then re-grants funding to a number of smaller CSOs, grassroots organizations, or community-based organizations.
Interested applicants may submit a proposal to World Vision Development Foundation (WVDF) for the implementation of a 24-month solid waste management (SWM) and circular economy (CE) in Cotabato City. The project is entitled: Integrated Solid Waste Management-Circular Economy Adaptation for Alternative Plastic Waste Solutions in Cotabato City, Philippines.

Project Objectives
Objective: Improved solid waste management (SWM) capacities of local government units (LGUs), civil society organizations (CSOs), and informal sectors by integrating best practices of circular economy in Cotabato City.
Results: Enhanced mechanisms for SWM in the identified LGUs in Cotabato City by integrating gained knowledge in circular economy; Improved awareness and practices of CSOs and local communities on solid waste management, and sorting out of waste, alternatives to plastic and use of plastic, reuse of plastic, and understanding of circular economy, local civil society organizations (CSOs) and academic or research institutions that are capable of developing and/or suggesting improvements to transparency and accountability mechanisms for extractive operations at the subnational level, and to strengthen capacities of local CSOs, local government units (LGUs), indigenous groups and the communities themselves to engage in the EITI process and in extractive-related activities in host localities.

Expected outputs/deliverables
Third parties will play a key role in improving SWM capacities of LGUs, local CSOs, and informal sectors by integrating best practices of circular economy in Cotabato City. They will bring in their expertise and experiences in circular economy practices including in policy review and trainings on alternative sources of income related recyclable materials for local households. The selected Third Parties shall be primarily responsible for:
- developing the research design and methodologies;
- development of data gathering tools;
- conducting desk reviews;
- collection and analysis of data acquired,
- development of the completed research into a research journal format; and
- joint learning activities to be organized by World Vision upon completion of the research.

Eligibility Information
In order to be eligible for a grant, the applicant must be: a legal entity; non-profit-making; an NGO, a CSO, a CSO association or academic and non-profit research institution established and registered in the Philippines; eligible to operate in Cotabato City; and has extensive experience in implementing projects/activities (preferably in Cotabato City, but not required) similar to any of the different types of activities eligible for financial support mentioned above. Registered local non-governmental organizations (NGOs) may apply. The minimum eligibility criteria for this grant are:
- Legally registered organization (e.g., SEC registration and by-laws for non-stock corporations, CDA registration for cooperatives, BIR registration with assigned TIN and printed valid official receipts, among others);
- Philippine-based non-profit organization.
Cost share is not required from applicants. However, there are some limitations on what items can be covered by the FSTP.
CSOs and/ or non-government organizations without previous EU grant project experience are encouraged to apply.

FSTP applications (technical proposal) must be submitted electronically by 5 p.m. (Philippine time) on 15 March 2023. Prior to the expiration of the period of proposal validity, the successful proposers shall be notified by WVDF that they have been shortlisted based on EOI and technical proposal evaluation for the next stage.”
